- To uphold constitutional government and the laws of the community.
- To impart to those standards of quality and integrity that the conduct of the affairs of the office shall be above reproach and to merit public confidence in the community.
- To be ever mindful of neutrality and impartiality, rendering equal service to all.
- To record that which is true and preserve that which is entrusted.
- To strive constantly to improve the administration of the affairs consistent with applicable laws and through sound management practices to produce continued progress.
- Maintain custody and control of the city’s official records and the corporate seal.
- Ensure that documents are recorded, filed, and archived properly.
- Prepare City Council agenda packets, including finalizing agendas and distributing the packets.
- Attend all meetings of the council and keep a full record of the proceedings in the journal (minutes) and perform follow-up activities resulting from Council meetings, including ensuring that ordinances or resolutions are properly signed and if necessary, published.
- Administer oaths of office for all city officials .
- Receive all Freedom of Information Act (FOIA) requests and ensure that the request(s) is compliance with FOIA.
- Prepare and maintain departmental budget.
- Provide Notary Public services for residents, staff, and the general public.
- Attest the signature of the Mayor on the appropriate documents.
- Receive and archive bid documents.
- Supervise clerical staff.
- Performs other duties of a similar nature or level.
