Tax Increment Financing (TIF), is an economic development tool passed by the Illinois General Assembly in 1977 to help municipalities encourage private investment and restore and enhance the tax base of local taxing agencies. TIF allows municipalities to finance public improvements, hence/construct roads and sewers, demolish condemned properties and provide incentives to encourage private investment that will attract new businesses or help existing businesses expand.
TIF does not levy new taxes or abate taxes. Instead, TIF allows a municipality to capture, for a 23-year period, the enhanced property taxes resulting from the municipality’s redevelopment program and use those funds to pay redevelopment project costs.
During this 23-year period, all local taxing agencies continue to collect property taxes from the TIF district in the same manner as before redevelopment. This allows school districts, fire prevention districts, park districts and other local taxing districts to continue receiving property taxes from the TIF district during the redevelopment program
There are 874 TIFs in Illinois and TIF is used by all but two states in the United States. There are 353 communities in Illinois that utilize TIF, along with East St. Louis.
Communities use TIF to develop in a variety of situations. They are used in business districts, industrial centers, residential areas, and in mixed use development. TIFs in business districts can support programs that can help businesses advance and improve their buildings and surrounding infrastructure to help businesses compete in the current economy and improve sales. It is a way to reinvest taxes generated from within the TIF and use the taxes to update properties in the district without raising taxes, and it utilizes the incremental tax only raised from within the TIF. It does not raise taxes on any real estate in the community nor in the TIF itself.
The City of East St. Louis offers different programs, by way of TIF support, to enhance its community:
- 50/50 Home Repair Program; for homeowner
- Business Retention Program; loan to assist existing business owners
- Demolition
- Economic Development
- Street Improvement Projects
- Land Acquisition
- Professional services, such as Architectural, Engineering, Legal, Marketing and Financing
