Regulatory Affairs


The Department of Regulatory Affairs consists of four full time employees, the director, the chief building inspector and two office clerks. The department has been entrusted by the City Manager to enforce all ordinances pertaining to building permits, building inspections, issuance of occupancy permits, electrical permits, vegetation growth limitations, derelict vehicles, trash accumulation and occupancy violations. The department also enforces the issuance of contractor’s registrations, business licenses and special use permits.

Helpful Hints and Reminders

  • Keep your grass properly maintained.
  • The owner/landlord/occupant must have trash service at all times, and you are responsible for any and all trash accumulated on or about your property.
  • The storage of derelict vehicles is prohibited within the city limits. This includes any vehicle that is not running or properly licensed.
  • All homes must have an occupancy inspection prior to occupancy.
  • Building permits are required for any work that is being performed within the City of East St. Louis.

Any improvements to private property within the corporate limits of East St. Louis will require appropriate permits to be obtained through the City Building Office. The fees for the permits vary as to the size and scope of the project.

As noted above, all construction in East St. Louis must conform to the adopted codes and ordinances and appropriate permits obtained before work commences. Residents are advised to contact the Regulatory Affairs Office before any work is contracted to determine if a permit is required and if the contractor is licensed or bonded in the City.

Residents moving into East St. Louis are advised that a “Certificate of Occupancy” is required before the residence can legally be occupied. An inspection of the dwelling unit is conducted by the city to ensure that there are no substantial defects and to ensure a safe and hazard free structure. Critical areas of inspection include the electrical and plumbing systems, exterior and interior structural elements and other areas that are readily visible.

Complaints regarding derelict property are handled through the Regulatory Affairs Department with the assistance of the East St. Louis Police Department to enforce nuisance ordinances and regulations. The Regulatory Affairs Department along with various others is cleaning up the City of East St. Louis.

Goals for 2007-2008:                                                                                   

Develop a manual for Building and Development which would entail specific information needed by builders and developers on the requirements for applying for permits, licenses, and inspection procedures. Review and revise Electrical Ordinance and Licensing requirements, update and revise housing inspection brochures and material, increase public awareness of housing inspection program, evaluate and review housing inspection procedures and requirements. One of the highest priorities is to improve the quality of neighborhoods through enforcement of maintenance standards as well as pursue the demolition of sub-standard vacant structures.
